I say that sudo outputting an error when the hostname and localhost name
do not match is bug 32906 which was recently fixed in Hardy Heron.

Ubuntu 8.04 beta:

All numeric hostname (such as 084202074190) is not a problem anymore.

However, sudo outputs an error message if the hostname and the localhost
value in /etc/hosts do not match.

You can easily test it:

0) Start couple of gnome-terminal windows and become a root or sudo user. If 
your sudo stops working and you ain't have a root-window available then...
$ sudo -s 

1) Check the actual localhost value in /etc/hosts file. In my case it is 
"beta-blocker".
$ cat /etc/hosts 

# --- /etc/hosts --
127.0.0.1 localhost
127.0.1.1   beta-blocker
...
# 

2) Change the hostname to something else.  Sudo still works fine.
$ sudo hostname abc123

And checkit
$ hostname 
abc123

The hostname and the value in /etc/hosts are different.

3) Now try to sudo in a new window. It outputs an error message.
$ sudo -s 
sudo: unable to resolve host abc123
-

Note: Reboot will fix the situation because hostname is set to the value found 
in the "/etc/hostname". It's the value you gave at installation.
$ cat /etc/hostname
beta-blocker
