Public bug reported: Binary package hint: xserver-xorg-input-kbd
Keyboard was a legacy driver, the predecessor to kbd, that was included in gutsy. The only technological difference that I can find is that keyboard allows one to shift function keys, and kbd doesn't. One could switch between keyboard drivers by changing the relavent line in xorg.conf.
