I have the same issue on Dell Inspirion 1525 + Intrepid. In addition I have similar problem with volume up/down hot keys - sometimes it jumps over 2-3 or even 4 steps. Is this related somehow? Do your laptop brightness keys work fine if you boot with the video module blacklisted and then kill gnome-power-manager? If so, what you're describing is probably a duplicate of bug #257827. I can reproduce this on my Inspiron 1420 with Intrepid. (I've seen this issue since Hardy at least.) I think this might be specific to Inspirons - I was able to find another dupe report about this bug, and the reporter also had an Inspiron 1420.
