I've had this problem too, but can't reproduce it on demand. Sometimes changing the background image works fine, other times it doesn't. gconf-editor shows that the key /desktop/gnome/background/picture_filename is changed to contain the path to the newly selected image, but the desktop background isn't actually changed until I log out and back in again. I don't know whether it's relevant, but have seen two instances of /usr/lib/libgconf2-4/gconfd-2 running when this happens. BTW, I've had it happen under gutsy (7.10) on two different PCs, and on hardy (8.04.1) on one of these two (the other is still running gutsy).
