Well, it is not an issue for me any  more, since I have replaced DVD
drive cable, and installed proper UDMA cable. That solved the problem in
Hardy, still OK in Interipid.

Please ignore this.
I have managed to install Ubuntu 8.04 RC-1 by copying files to usb, but the 
problem still persist in installed system, so this problem has nothing to do 
with debian-installer package.
Seems that although my DVD Drive technically supports udma4 mode it works, at 
this time, with udma2 (probably not using UDMA cable). BIOS offers me UDMA2 at 
max, Ubuntu 7.10 uses udma2 on that drive too automatically. Hardy uses udma4 
on drive which, I suspect, creates problem.
It's just that hdparm can read parameters of drives, but cannot set them. So 
this might be the case of libata, pata_via, ata_generic or who ever should 
detect proper UDMA mode not noticing that max UDMA mode is not possible.
