This bug actually is in synaptic and I was searching for the string incorrectly. Edit: I discovered that Add/Remove.. is actually gnome-app-install, but the error message appears as Synaptic. One way to find out whether or not this is a synaptic bug is to check the bzr trees for that string - https://code.launchpad.net/synaptic/ . I have the ubuntu and main branches on my system and couldn't find this string.
