the issue, maybe somebody getting the bug could comment there?

Many users in the ubuntuusers.de forums have the same problem with the
Russian language: http://forum.ubuntuusers.de/topic/179498/ or
http://forum.ubuntuusers.de/topic/170381/ The problem is that the config
tool of the keyboard indicator applet is started by a user and can't
modify the xorg.conf. If you manually modify the xorg.conf everything
works correctly.
