The same thing happens here. The version of openoffice.org-* it wants to update to is 2.4.1~rc1-1ubuntu1 (from hardy-proposed), but the openoffice.org-l10n-* packages are still stuck at version 2.4.0-3ubuntu1 (from hardy).
