Binary package hint: gimp

In GIMP, currently 2.4.5 in Hardy, when a user, such as myself, selects
"Help > Help" or hits F1 to bring up the GIMP help browser, the
following error occurs:

helpbrowser Message
The GIMP help files were not found.
Please make sure gimp-help-en is installed, or the appropriate gimp-help 
package for your language.

Can we get APT/gdebi to pop up and offer to install the help browser,
dependent on the user's locale?

I believe this is an accessibility issue and results in the user having
to use the command-line.
