The problem happens because of its integration with Gnome. You would need to provide environment variable for home to /var/www. and create .Gnome2 and .Gnome2_private folders there which should be writable by apache. I have also encountered this problem, when trying to run gnome-web- photo, using xvfb, python, and apache2 (Ubuntu 8.04). I managed to get it to run.
