The problem has not gone away. I was able to obtain the needed functionality by working around synaptic. I have system that cannot be fully updated using synaptic or the related update manager. initscripts is always listed by update manager as not being upgradeable. Every update is reported as only partial upgrade possible. Any attempt using synaptic to reinstall iniscripts or the related utilities produces a failure with the error message which you say is bogus. Whether or not it is bogus it stops synaptic and upgrade manager from working properly. My conjecture was that the compiled package contains an incorrect statement of dependency. I don't know much about building packages but I thought that specifications were manually written and incorporated. If an incorrect dependency was written in the specification, the installers still treat that dependency as real. I have two desktops running hardy. One never experienced this. I believe that the problem on the other one started because I had to downgrade unison (unison had to match the version on the debian server). At some point during my fiddling the automatic update application began complaining about several packages. I was able to eliminate most of those except initscripts. At this point I seemed to be trapped in a set of circular dependencies. I let it go for awhile and just applied the updates that I could. I am relatively new to the Ubuntu/debian world ( I used redhat for a few years.) and am mostly an end user. Just before filing that bug report I decided to try one more time to clean up this problem with initscripts. I removed both upstart-compat-sysv and initscripts using synaptic. Some safety feature kicked-in and installed the system v utilities. At this point I could not do anything without getting some frightening messages from the system about destroying the ability to have the things in init.d run. If I had a better knowledge of what was really going on, I could have probably done a force install and got rid of the problems. As it was I was able to return the system to a functional state by using the deb installer to reinstall initscripts and upstart-compat-sysv. I still have the complaints from update about initscripts so apparently its database is corrupt or I have some issue with incompatible packages. I filed the bug-report because as I wrote synaptic claims a dependency which is not listed in the dependencies on the Ubuntu package site (hardy).
