Yes, definitely not a problem with audacity itself. I bought the blue snowflake for voip with skype. The problem occurs with skype, gnome sound recorder, the gnome sound control panel, and everything else as far as I can tell. Oddly, there was one brief moment when using gnome sound recorder that the sound came through properly. I am having the same issue with my new Blue Snowflake mic on Ubuntu 9.04. I would love to see any kind of work around. I suspect it has to do with Ubuntu reading the sample rate wrong, but I don't know enough about the audio system to troubleshoot.
