The module parameter mentioned here was changed to default to enabled (1) back at least as far as Lucid. See bug #21367 under which this patch was committed. @pasta, care to actually test the more recent Karmic Beta - http://cdimage.ubuntu.com/releases/karmic/ . It contains a newer 2.6.31 based kernel. You should be able to test using a LiveCD. Can you try with the latest development release of Ubuntu? (ISO CD images are available from http://cdimage.ubuntu.com/releases/) If it remains an issue, could you run the following command from a Terminal (Applications->Accessories->Terminal). I confirm that the LED isn't working after a clean install on a "ACER TravelMate 4002WLMi" ipw2200 WLAN. Adding options ipw2200 led=1 to /etc/modprobe.d/options fix the problem and show LED in full bright when connected to WLAN, intermittent on connecting to WLAN and off when manually turned off (by pressing on the button). I have an HP dv4000 notebook (about 3 years old now) and also had to add the '/etc/modprobe.d/ipw2200' file to make the LED work. I can confirm that on my Acer Travelmate 4002WLMi with ipw2200, the led does not light under the Hardy beta.
