OK. The installer is doing nothing unusual here. What's happening is that the "enchant" spell-checking library has a number of spell-checking providers that are each supposed to provide an interface that lists the available dictionaries. Most of them check which dictionaries are available and return those. However, the "zemberek" provider, which supports Turkish, doesn't check which dictionaries are available; it just unconditionally offers Turkish, without checking whether the zemberek server is available.
