Maybe good to add that this ONLY happens if I do step 2 and 3... If I create a guest account and log out immediately, it works perfectly. I'm thinking that perhaps the guest session is not logging out if it's still showing the wall paper. When you get to the normal user session can you look to see if any guest processes are running?
