I solved a bit of this. The system time zone must be set to the preferred weather time zone via system tools. For some reason, the system time zone wasn't set to the right place. Now the weather report persists from session to session. I can reproduce this. I created a test user and did nothing with the account but log in, click on the clock applet, create a location (NYC LaGuardia Airport) and click on "set location" next to the location listing in the clock applet's menu. I was prompted for my password to set the system time, I entered the password and the weather report showed up correctly next to the clock. I logged out and logged back in, and the weather report was gone, the home location setting had been lost somehow.
