I just had the same problem when doing a totally fresh install of
oneiric daily image from today (20.Aug.2011).

I did a pretty standard install, except, the target was an USB HDD. I
created only one user, but the files .bashrc, .bash_logout and .profile
didn't get copied over to the new user's home.

I delete all files and folders from my home, because I want a clean 
installation, but I keep only the folders of documents, videos etc, (my 
personals files). Only I save a few files, for example the adressbook, mails, 
etc. I restore it after installation.
Is there any way to do this better or different?

A .bashrc is only copied from /etc/skel upon user creation. This is the
expected behaviour.

If you want to have a .bashrc, why do you delete it?

If you want to have a default .bashrc back, copy the one from /etc/skel/
into your $HOME

- I installed kubuntu intrepid alpha 4 in two new partitions, root and
- home partitions. I formatted them from the installer.

  Later, I installed kubuntu intrepid beta but I only formatted the first root 
partition and not the second home partition. The home partition was empty, I 
just left my user folder, empty, except the Documents folder with some files.
  I can see the console doesn't have the alias for ls colour and the .bashrc 
file doesn't exist.
  If I create a new user, there is no problem, it creates a new .bashrc.
  
  The problem was in hardy too. I installed kubuntu hardy with the old
  home partition, and .bashrc wasn't there.
