i right-clicked it, selected Sharing Options, then clicked Share this folder and then Create Share wait a sec... i am terribly sorry. please invalidate this bug. i am using another computer right now and just now i checked to see if it was working, and it is; i can connect to the share now. sorry for wasting time. so, sharing does work. however, i still think that the public folder should have SOME kind of special property that makes it Public.
