This has been fixed in Ubuntu 9.04.  Anyone who wishes to upgrade to
9.04 to resolve this issue should check out bug 339783 which could have
worse effects.

I'm having the same problem on an Intrepid upgrade from 8.4.

When clicking the one of the 3 app launcher buttons (web browser, mail,
help) on screen1, gnome-panel becomes unresponsive on both screens,
consumes 100% CPU, and opens a blank error dialog that I can't close.

Interestingly, I have X configured with 2 screens using Nvidia drivers
(1 session, no Xinerama), and this problem only happens when clicking on
the launchers on screen1.  The launcher buttons on screen0 behave
properly.  And as stated  by Fabián above, apps start normally when
using the menus on either screen.

I've attached a stacktrace from when gnome-panel is stuck / using 100%
CPU.
