Well, all other apps under System for me are system-wide, i.e. they need
the root password. This isn't the case for Compiz Fusion Icon, right?.

Not all apps under Applications - System need a password. Try the
'System Monitor', for example. Also, on my system, Debian Reference
installed there as did Virtual Box OSE; neither require a password.
