Getting it from Debian isn't policy, so much as no one in Ubuntu interested in 
packaging the newer versions.  Given that there is an active maintainer in 
Debian, it'd probably be most useful to offer to help him if you're 
interested.

Once it's in the Ubuntu development release (Jaunty Jackalope currently), it 
can be backported to earlier releases.  See:

I totally understand that, but from an end-user point of view, the 
frontend+engine are both the antivirus.

ClamTK is a GUI front end for clamav.  From a virus detection
perspective, it's keeping clamav current that matters.  We currently
have clamav 0.94.1 Release Candidate in Intrepid and are working to
update it to the final version shortly.

We get the clamtk package from Debian unmodified, so we will get it from
there for Jaunty when the Debian maintainer updates it unless someone
volunteers to do a package for Ubuntu.
