Long history of this bug on my part ... More info:

After upgrading to 8.10 (?) my USB mouse did not move smoothly anymore
-- unusable. In 9.04 (?) it worked sometimes, so I had to reboot several
times to have normal mouse movements.

In 10.04 the mouse works but not the more data intensive USB DVB-T
stick: no smooth picture -- unwatchable. The same stick works great on
my AMD desktop Ubuntu 10.04, and also on the here bug-reported Benq 7000
with WinXP.

Thanks for any ideas!

On boot it says [ 3.1.] Disabling IRQ #1 so I put irqpoll as boot
option and it seems to work!

Still banging away as best I can on this...

I've tried booting the system with pci=routeirq in the kernel line, and
this works repeatedly, and it works when in the permanent grub file.

Is there more I can do to assist in finding a fix?

G'day Anthony,

I don't reboot very often, so it was not until I did that I've
discovered this:

Putting noapic in the kernel line as an edit during boot works some of
the time, but not every time... and yes, I'm very carefull about what
I've typed as I assumed it was a typo the first time it happened

Putting the noapic parameter into the permanent grub file does not work
at all.

Editing the kernel line during boot, deleting noapic and retyping it at the end 
doesn't work either.
Please advise me as to what I should be trying so as to pin this problem down.

I have succeeded in adding the noapic parameter to the kernel line in GRUB bt 
editing the kernel line during the boot sequence, and this has restored USB 
functionality. 
Is that it? I mean, do I now need to put the noapic parameter into the GRUB 
kernel boot line as a permanent fixture, or is there a better fix available now 
we know that this can restore USB function?
Does having the noapic parameter in the boot sequence have any other 
consequences? 
What are these IOAPIC's that GRUB is now ignoring?

 Bug description:
 Benq Joybook 7000.
 USB ports working fine in Ubuntu 7.10, then in 8.04.
 After upgrade to 8.10 USB ports will not respond to any device I attach -
 mouse, thumb drive, ext HDD.
 If booted with USB mouse connected it will sometimes respond to the USB
 mouse, but in a very jerky manner. Once, the USB mouse worked properly when
 connected before boot, but I have not been able to repeat this fluke.
 The built-in touch pad works fine.
 Possibly related: the video driver fails to recognise my RADEON X600
 chipset. I know this is a separate problem, but though it worth mentioning
 just in case.
 Please excuse the scarcity of technical information, I'm just an end user,
 not a software engineer.

I am having the same problem.
Was working fine, but after using my Sony Ericsson K750i to connect to the Web 
a few times, no USB device gets mounted. The cell-phone seemed to have a bad 
mount experience, and I did unplug it without unmounting (it didn't show up in 
Ubuntu, although the phone did register the connection)
