This has finally been resolved with Ubuntu 10.10 (Maverick Meerkat).

I have not tested this on the latest 11.04 version. I am closing this
bug.

I can confirm that the problem persists with Acer TravelMate 5720 and I
just installed Ubuntu 9.10. Both Bluetooth and Wifi come on
automatically whenever I boot.

I have put the following in /etc/rc.local to disable bluetooth on boot
up.

echo 0 > /sys/devices/platform/acer-wmi/rfkill/rfkill1/state

Basically we have to find out the rfkill corresponding to the bluetooth
device.

I confirm this issue on my Acer Aspire 5920G. The Wifi and the Bluetooth
automatically enable themselves on boot in latest Ubuntu Jaunty
(2.6.28-11-generic x86). I see it because the button lights stay on.
This was not the case in earlier versions of Ubuntu (Intrepid, Hardy,
Gutsy). It is also not the case with my Windows XP OS (using dual boot).

same here on the acer travelmate 7720, bluetooth and wifi gets enabled every 
time with jaunty 64bit. 
Never had this issue on Intrepid 64bit.

I also am experiencing this bug on an acer aspire 5652wlmi, default behavior 
should imho be to disable it, if it was disabled at shutdown.

On my laptop Acer TravelMate 6292, I can confirm this bug on Jaunty (64 bits 
version, don't known if it works or not in 32 bits version).
In fact, in Jaunty, bluetooth and wifi are enabled on each boot (even if I 
disabled them both before rebooting).
It was working in Gutsy, Hardy and Intrepid (32bit versions).
