Thank you for taking the time to report this bug and helping to make Ubuntu better, but unfortunately I've been unable to reproduce your issue on Ubuntu 8.10. Can you reproduce this issue with an Ubuntu LIVE CD and report back if the problem still exists on Ubuntu 8.10 LIVE CD? When I send a file attachment, it does count rather quickly through...but it does count. I justed tested this and saw that it started at 0% hopped to 14% and then finished at 100%.
