I can confirm that on Lucid that changing the password in
System|Administration|Users and Groups fails to change the password for
the gnome-keyring, which causes all kinds of request of administrator
passwords, which will fail if you don't know that it's supposed to the
the *old* password.  Also, there is no documentation on how to change
the gnome-keyring password, which means users are left with a broken
system.

This is the syslog from the password change.  It appears gnome-keyring-
daemon is using the old password to try to change the login keyring
password.

Also, I found the proper way to change the keyring password

I am not able to find an exact duplicate but I will keep my eye open for this 
bug.
I got the solution to change the keyring password:

Applications  Accessories  Password and Encryption Keys

Once open go to Edit  Preferences

In the Password Keyring tab, select your keyring and click Unlock
Password

Ideally, tools that change your password would include a line to
configure PAM so that when the user password changes, the keyring syncs
up with that change. See the following for more information:

Thanks for the bug report. This particular bug has already been
reported, but feel free to report any other bugs you find.

The password sync request needs a pam configuration change there is
already a bug about that so when passwd is used the gnome-keyring is
updated and you can use seahorse which is in the application,
accessories menu to change you settings or update the gnome-keyring
password for example
