I just upgraded to gnome-control-center version 1:2.26.0-0ubuntu3 for amd64. It seems that gnome-keyboard-properties Both Ctrl keys together to change layout is not working, but the other options (left and or right control key) are working fine. Confirmed on Acer Extensa 4420 with mouse locater on. Does not exist with mouse locater off.
