Availability improved. On laptop and pc (both up-to-date Precise) update-manager appears after 10 - 20 min. online. Precise software-properties are set to daily, screenshots of dconf settings are there, bug 913325. Diff of dconf apps.update-manager Oneiric launch-time: 1327069527 and Precise: 1327222860. Diff of dconf com.ubuntu.update-notifier Oneiric release-check-time: 1326913693 and Precise: 1326748631. Those numbers haven't been manually changed by user. Oneiric was a desktop upgrade, Precise a fresh installation on laptop.
