I think of it more as a usability bug, just not the type of usability bug that the average user of Ubuntu would know of or care about. It applies only to a small subset of advanced users, but I'd still consider it a bug nonetheless. Most of the people on Brainstorm would very likely vote it down out of misunderstanding, I would think.
