After taking a closer look on this I don't think it's a bug. The Workspace Switcher enables you to drag a application from one workspace to another. If you use an english environment and you focus an application within the Workspace Switcher a tooltip "Click to start dragging ..." appears. "Klicken Sie, um >>XY<< zu ziehen" is a correct translation of this.
