I don't believe this is actually something that can be solved in apt, its rather a feature request for ubiquity. Yes, this is from the live-CD install. Is this a feature request for the installer? Is this for the live cd installer? It appears as though you want the installer to scan for the fastest mirror independent of the country in wish you live?
