I fixed the problem by doing a

sudo aptitude install compiz-gnome


Have a look in you package manager if that package is installed on your system. 
If not, install it with the above command.

  compiz shows no decorations around windows when effects are set to normal.
  Decorations are shown normally when effects are set to none.
  Even though decorations are not shown ps reveals that compiz and compiz.real 
are running.
  compiz-core version is: 1:0.8.2-0ubuntu2
  Compiz worked fine with normal effects enabled by default when booting a live 
9.04 alpha5.
  Regression must have been introduced on an update after alpha5 release.
  
  Recent updates apparently changed the name of compiz packages. At
  present I have these packages:
  
  pn  compiz
  ii  compiz-core   1:0.8.2-0ubuntu2
  un  compiz-extra  none
  ii  compiz-fusion-plu 0.8.2-0ubuntu1
  ii  compiz-fusion-plu 0.8.2-0ubuntu1
  rc  compiz-gnome  1:0.7.9+git200902
  un  compiz-gtknone
  ii  compiz-plugins1:0.8.2-0ubuntu2
  ii  compiz-wrapper1:0.8.2-0ubuntu2
  pn  compizconfig-back none
  rc  compizconfig-sett 0.7.8-0ubuntu3
  
  All packages are updates as 10 Mar 1PM except network-manager which is
  0.7.1~rc1+20090220-0ubuntu1
  
  My graphic card is a:
  01:05.0 VGA compatible controller: ATI Technologies Inc Radeon Mobility U1
  01:05.0 0300: 1002:4336
  with 128MB shared memory set from bios.
  
  Direct rendering appears to work fine, tested with warzone2100.
  I include dmesg.txt Xorg.0.log glxinfo.txt xvinfo.txt compiz.txt
  Update:
  I installed the package compiz, which also installed as requirements the 
packages:
  compiz-gnome
  compizconfig-backend-gconf
  libcompizconfig0
  
- Now when I try to set the effects to 'normal', it starts scanning for
- hardware devices, then I get the screen going black with all the windows
- being 'reset', then I got a popup window saying 'unable to enable
- effects'. No more windows with missing borders, but the effects get set
- to 'none'.

For some reason, probably an update not properly done, only compiz-core was 
installed and not compiz, and some of its requisite like compiz-gnome.
So I manually installed compiz which also pulled in compiz-gnome as 
requirements.
It still didn't work, but it worked fine after a reboot, so I guess the whole 
thing was an update problem.
Alpha6 is due today, if a live image will work fine, #340283 together with this 
clone will probably be closed.
