I, too, have this same problem in 9.10 Karmic 64-bit.  Workstation is a
fresh install, and notification is turned on, but I never get a warning
icon when updates are available.

The fix has been released to the development version of Kubuntu 9.10.
Backported packages of the KDE 4.3 beta will be made available for Kubuntu 9.04 
users in the next few days.

Ok, so it actually was a problem with the notifications. Regardless, a
fix has been committed upstream for KDE 4.3.

dismissed, but due to a bug in the new Plasma systray notifications the
persistence setting is not respected.
