Are you suggesting that upstream make an Ubuntu specific message? What "package" you install depends on what OS you are using. Sure, I could mention that you need to install initial tuning files but the new Me TV 0.8.0 doesn't work like this. Hm that can be right, but a new user of me-tv doesn't know this. It's not required to run the application. It's recommended.
