Public bug reported:

Ubuntu 8.10 with latest updates doesn't sleep or suspend if there is
connection in FIN_WAIT1 state.

For example:
$ netstat -na|grep FIN
tcp        0     28 192.168.0.102:39696     74.125.39.83:443        FIN_WAIT1  
tcp        0      1 192.168.0.102:52111     74.125.39.147:80        FIN_WAIT1  
tcp        0     28 192.168.0.102:48775     74.125.39.105:443       FIN_WAIT1  
tcp        0     28 192.168.0.102:57803     74.125.39.19:443        FIN_WAIT1  

I want my notebook to sleep or suspend and press button in power off
menu. First screen switched off, after about 10s screen switched on with
gnome locked screen and that all.

After few minutes, when connections from FIN_WAIT1 state are closed
notebook sleeps or suspends without any problem.
