If you could also please test the latest upstream kernel available that
would be great.  It will allow additional upstream developers to examine
the issue.  Refer to https://wiki.ubuntu.com/KernelMainlineBuilds .
Once you've tested the upstream kernel, please remove the 'needs-
upstream-testing' tag.  This can be done by clicking on the yellow
pencil icon next to the tag located at the bottom of the bug description
and deleting the 'needs-upstream-testing' text.  Please let us know your
results.

guvcview there is included in repository ubuntu. I solved with this app the low 
frame rate dismark "Exposure,Auto Priority" option.

I should've googled for 15 more minutes... here's a solution: Download
guvcview from http://guvcview.berlios.de/. Then run guvcview -o which
just opens up a control panel. Then run Cheese or Skype or whatever, and
play around with the settings until you get good video.

Same problem for me on Jaunty (2.6.30 custom) or Karmic (2.6.31) with the built 
in cam on a Lenovo T400. 
Cheese and Skype are over exposed and have slow framerate ~5fps. However 
luvcview is crystal clear and snappy ~30fps. I think its an overexposure 
problem. Like I said, Cheese and Skype are way too bright and very motion 
blurred, but on luvcview you can lower the exposure until it looks right. 

The solution I think is to provide a way to adjust the exposure time in
those programs, similar to http://brainstorm.ubuntu.com/idea/12138/.
Until then, does anyone know if the defaults are sitting in some config
file somewhere?

I had the same problem with a Logitech QuickCam S 7500 UVC (046d:09a2).
The problem went away today when I upgraded. I'm now running kernel
2.6.28-16-generic (2.6.28-15 before). luvcview is now reporting 20-30
fps (<5 fps before) :) I haven't closed this ticket, maybe there are
still problems with other products...

i'm seeing this issue too. i don't use webcam too frequently, so i can't
be sure which update broke it. but last time i used it, it could do
30fps at 640x480, now it's barely 5

I'm getting the same problem with a Logitech Quickcam Pro for Notebooks.
No matter what resolution, I get around 5ps. It's USB Device ID is
046d:0991.

i have the same slow fps problem with the Creative AF 2MP webcam and it
does not get faster after a reboot.  In Ibex I was getting near 25 fps
in 640x480 via GUVCVIEW and now in Jaunty I am only getting 7fps in any
resolution.

I don't know what happened. But after a couple of reboots, the webcam
