Try, after unlocking and relocking, to have a look at gconf under /apps/panel/applets to see how the positions are stored. This is not caused by screen resolution. It is caused by simply restarting gnome-panel. The expected behavior, actual behavior, and description of the problem do not match the original bug this has been duped against. Please review this bug's description again.
