I have recently upgraded to Ubuntu 9.10, and have installed Inkscape 0.47 on two computers: one has a 22 LCD monitor at 1680x1050 px (native resolution) and the other on an 18 CRT monitor at 1024x768 px. The problem with the vertical ruler seems to have been mostly fixed, but there is still some loss of the graduation ticks. The Default Units set for the document (FILEDOCUMENT PROPERTIES) seems to affect how much of the scale is visible. For pixels to inches all is well. If the units are set at feet only the tips of the ticks are visible. If the units are set at meters then there is considerable loss. The above description pertains to the LCD monitor. However, the effect is less noticable for the CRT monitor. I can think of a possible explanation for the difference between the LCD monitor and the CRT monitor.
