It is linked from the release announcement, yes; it is not "there", no. The *only* way to find that file that I can see is to subscribe to the ubuntu-announce list; the overview is not linked anywhere else. In particular, it is not even linked from http://www.ubuntu.com/getubuntu/releasenotes, which is the parent page for the overviews. Please consider putting links on http://www.ubuntu.com/getubuntu/releasenotes for the overviews, not just the release notes.
