The way I phrased that comment makes it sound like we should stick with
what we have, but I can see use cases (press, long time users, etc) who
might like to know "what's better."

It is linked from the release announcement, yes; it is not "there", no.
The *only* way to find that file that I can see is to subscribe to the
ubuntu-announce list; the overview is not linked anywhere else. In
particular, it is not even linked from
http://www.ubuntu.com/getubuntu/releasenotes, which is the parent page
for the overviews.

Please consider putting links on
http://www.ubuntu.com/getubuntu/releasenotes for the overviews, not just
the release notes. It seems a tad rude to have marked this bug as
"invalid" if the only way to find the release notes is to be subscribed
to a mailing list, not by traversing the otherwise-very-useful Ubuntu
site.
