We have a lot of computers running Jaunty (9.04) in our schools and our users are having this behaviour too. Well, bug #72468 was marked as fix released on 2009-02-27 but antonioni opened this on 2009-05-24 (on the same distro which should not be affected by the issue) . A similar bug was present in Hardy (the trash icon didn't reflect the fact that trash was empty or full but you had either to click on it, to fix the issue, or restart the session or the system).
