I prefer the existing behavior:  it reduces the chances of the bar
getting in the way when I don't want it.  And if I actually want to
scrub the dock or the launchers and click on something, I will have to
move my mouse to where the dock is anyway.

Please don't change this without including a preference to achieve the
existing behavior.
