In your CompizConfig Settings Manager go to General Options -> Desktop
Size and change the "Number of Desktops" to 1.

of Desktop 2, although it appears to be from Desk 1.  The programs are
not minimized, they are on Desk 1**

This screenshot is the result of switching to another desktop via the
workspace switcher in the lower right corner.  As far as I can tell the
workspace actually switches, since the program list disappears and the
switcher shows me to be on the correct desktop.  However, the top panel
disappears, and I can no longer right click on the desktop (but I still
can on the bottom panel).  Using the same method to switch back to Desk
1 results in the bottom panel disappearing until it is clicked on, upon
which everything returns to normal.

This bug doesn't occur when visual effects are turned off.  I do run
Compiz, and I know that it is notorious for breaking things

This screenshot is when I use "Ctrl+Alt+Left" to switch desktops.  The
programs are not minimized. They are on Desk 1, and clicking them will
bring it back to Desk 1.

I don't know how this would be reproduced, as it happened on the vanilla
install back in April.  I only just now reported it on Launchpad.  It
didn't occur on Intrepid.
