It's not really fixed, it has always raised the window sometimes. But I think more often than not it doesn't. I don't think it was fixed. I still have it with empathy 2.28.1. Empathy currently toggles visibilty both when clicked in the indicator and on the icon. Pidgin does as well, but we have modified pidgin- libnotify to always show the buddy list when clicked in the indicator.
