This happens when dpkg is interrupted, e.g. by Ctrl-C in a terminal, a system shutdown, or whatever. It's not a bug in dpkg that it issues this message. Thanks Colin and Felix for your comments. Not sure what I did to trigger that interrupt. I wasn't doing anything in the terminal, nor was I shutting the system down. AFAIK nothing else was affected.
