I experienced this bug also. Got it while Opera crashed, it apperantly took down gnome-settings-daemon in the fall. Starting gnome-settings- daemon again makes things go back to normal. It doesn't happen often but maybe more so if there is a low amount of memory left unused. I suspects so because on my laptop which only have 256 MiB of RAM this happens more frequently.
