Well, I suspect that the trailer is not a true 1700 Lbs rated trailer. A trailer rating has to have some safety factor - Google says that is 1.8 for small trailers. Another aspect, the 1700 Lb rating, might be the fully loaded weight, so if the empty trailer is 500 pounds, the allowed load is 1200 pounds?
