What is the user-visible impact on this? I.e. does it change the link or
runtime behaviour of libraries, programs, etc?

 - If it doesn't, why is it necessary to fix this in an SRU?
 - If it does, it affects all further package builds for hardy, which 
potentially and silently breaks them all.

Please add a proper SRU statement about justification and potential
impact.
