I'm sorry I filed this bug against version 8.x and I have not seen it happen 
again, I have upgraded to 10 and think this issue should be closed.

 Binary package hint: synaptic
 
 1. System | Network Settings
 2. Unlock
 3. General tab
 4. Enter a new Host name:
 5. Close app.
 6. Try to open say Package Manager it will not start and error is Hostname 
 not found (for the new hostname).
 
 Should either update the hosts with new hostname or tell user to add entry to 
 Hosts tab that maps 127.0.0.1 to the new hostname.
 
 This also causes lots of other apps to come up very slowly (assuming they are 
 trying to resolve hostname and failing).
 
 
 Problem goes away once 127.0.0.1 is mapped to new hostname.

I cannot reproduce this issue with the latest updated Lucid's packages.
Can you try if it is reproducible in your machine with the latewst lucid ?
