I have the exact same problem on my Dell.

I won't describe what happens on my pc again because it's just like

A bit more info to add.

I noticed that process gnome-power-manager was sleeping.

I made it continue (System Monitor). It showed battery status correctly.

I see the same problem.

When I power on the machine without ac adapter, the power manager thinks that 
there is AC adapter.
If I connect and remove the AC adapter, the battery icon appears and the status 
is correct.

Machine Toshiba Satellite A215-S7416

Thank you for filing this bug report and helping to make Ubuntu better, I was 
able to confirm this as well on the latest Karmic.  I think there is enough 
information here for a developer to have a look at it so I will mark it as
