I have the exact same problem on my Dell. A bit more info to add. I noticed that process gnome-power-manager was sleeping. I made it continue (System Monitor). I see the same problem. When I power on the machine without ac adapter, the power manager thinks that there is AC adapter. If I connect and remove the AC adapter, the battery icon appears and the status is correct.
