I ran into the same issue on upgrading as well. I used the Synaptic
Package Manager, removed open-office.org-filter-bin. Then did the full
upgrade (not a partial), then went back in and added the file. The only
other issue I ran into was the computer hung on shut down to reboot into
the new distribution. No biggy.

I hit this too.  I removed existing openoffice.org-filter-binfilter to
work around it instead.

The thing that really confuses me about this bug is the time at which it
appears.  This appears as soon as you start the upgrade, which is
*after* the screen in update-manager that lists which packages will be
removed/added/updated.  But to compute that list, doesn't the package
manager have to traverse the dependency tree?  Why wasn't the cycle
caught then?
