I did a clean 9.10 install.  I have gnome-bluetooth 2.28.1-0ubuntu2 and my 
system is exhibiting the same behaviour.
When I mouse over the icon (which is greyed out) it shows bluetooth disabled.  
When I right click the icon, I only have the choice to turn bluetooth off.  
When I open preferences I have the option to start bluetooth.

Nothing I try turns it on

Confirmed. Added the rule to the end of the existing bluetooth rules.
Bluetooth now works.

There was mention of some potential security issues with doing this. Can
this be confirmed?
